Visual Basic® 6 Help. There is some good information on localization and internationalization in the Visual Basic 6 help system (if you can find it). In VB 6 click on Help > Search and search for "International Issues". You should see a topic title of the same name in the list.

Microsoft Going Global Site. This page is a jumping off point for lots of information. Much of this information is oriented more towards the C/C++ developer than it is to the Visual Basic developer, but don't let that dissuade you. There is still a lot of good info for the VB developer.

Microsoft Translation Glossaries. This FTP site contains translation glossaries that you can use to make your localization terminology consistent with what Microsoft uses.

Multilingual Computing and Technology Magazine. A magazine that devotes itself to localization issues. Some of the articles are available online. Several databases are searchable online. Check it out.
